Bind Mouse To Window For Dual Monitors

I have a dual monitor setup and no matter what I try, the mouse cursor will happily move onto the second monitor while the game is running. I know I fixed this once, but that was back in the 2.3/2.4 days and I cannot for the life of me remember how I did it or seem to find the right google search terms.

Running on Windows 11. I've turned off the Steam overlay, exited Trillian (which has caused issues with other games), put my entire Steam directory in the exempt from AV (Avast) scans list, put the AV into silent mode, tried the Alt+Enter trick... No luck with any of it. Full screen, full screen borderless window and even windowed modes all do the same thing. So, never mind that I can find people complaining about this as far back as 2016 and it still hasn't been fixed, anyone have any fixes?
