PI Launcher not properly returning from steam launch

The PI launcher does not properly inform steam that it is closing when using one of the two methods for closing the launcher. This is easily confirmed by using both methods and noting one of them returns to steam so steam can close the launched game, and the other closes without speaking to steam at all, thus leaving the steam client locked up and unable to operate properly until you hard reset the steam client or the machine.

Reproducible:

If you use the esc menu from within a live game, and choose "exit to desktop" the game exits and does not properly close the launch chain from steam, leaving steam hung.

If you use the esc menu from within a live game, and choose "exit to menu", and then "exit" on the main page, the game closes properly, and steam is not left inoperative.

This is a known error most likely caused by a firewall. Either you need to figure out how to "whitelist" the game and its files/programs. Or you can try doing a clean re-install though it's possible this won't be a permanent fix.
