If you're a new player I highly recommend buying the subscription as it's the most cost effective way to try everything. It's like 10 dollars for 1 month for 20 dollars for 3 months.
Then you can try every dlc and experience the full game. Then if you're still into the game after 3 months, you can just buy the individual dlc you're most interested in.
Starter Pack Bundle offers the best values for money from the New Player Edition, the Ultimate Bundle is an overkill for a new player. The game doesn't require all the DLC to be playable or to have the best gaming experience. Some of the DLCs are just meh.
The DLCs are broken into three tiers, the Species Pack that allows you to play as a specific race, the Story Pack that adds a new story to interact in game, and the Expansion that adds new mechanics to the game. You can identify them in the DLC lists as they aren't labelled as 'Species Pack' or 'Story Pack'
