You probably better buying the DLC individually, not all DLC in ultimate is "good" or enjoyed by everyone, just pick the stuff you like the most, watch maybe Monty or Aspec reviews on said DLCs to see if they're worth the money or not.

Realistically you may end up disabling some DLC anyway, so go this route instead.

If you really need the discount, they will likely give a discount when Grand Archive releases, not sure it will be 75%, but they always follow the trend of discounting stuff at new DLC releases.

Not anytime soon, EU4 got a heavy discount on all its dlc because EU5 is coming, having a heavy discount is 99% a sign of the coming of Stellaris 2

Expansion pass is a purchase of the latest 3 (including the one coming soon).
Subscription is the renting.

You gotta wait for special holidays or days that affects worldwide, for a chance of a discount.

The upcoming Halloween days in end October might have some discount, but for Christmas season there should be one major discount for all games.
