Who knows, but sales will be almost guaranteed during the Winter Sale, and perhaps Black Friday.

Black Friday is a likely date, Fall sale and Winter sale are guaranteed.
When the next DLC releases it's also likely to be one.

yes. The base game and select older DLCs will likely go on sale when the new DLC releases. This happens whenever a new DLC is released.
