Too Many Ruler Pops
I have 20 unemployed rulers across my empire and 0 job openings for them. I have mods that allow interstellar commercial buildings which use up most of my rulers - but I'm getting way more rulers than I can use. Does anyone have any suggestions on how to use them without having to let them go to the specialist tier? We need a palacial planet to send our spare rulers to live in the lap of luxury and generate money -

upper classes are created by the jobs,you need that many rulers jobs to have that many rulers in the first place
i kinda want to know if there's a way/mod to force pop into ruler

Organic Pops will always prioritize higher standing jobs. Did you, by chance, resettle a bunch of pops onto another planet.
In either case, there isn't a planet type/building that adds ruler jobs other than the capitol building I believe, but Organic pops will move down stratum after a few years.

Finishing prosperity, 1 Merchant leader every 50 pops.
Level 2 of the commercial building adds a Merchant job
Science directorate building.
Galactic stockmarkets add a merchant job.
Several civics also add leader jobs.
I think top tier temples add a high priest job as well to the leader section.

This sounds like the problem. Do you have issues with those mods off making commercial buildings?

Thanks for the help, all. I have to sit and wait for them to demote as I can't build enough complexes of any types as fast as the ruler pops keep popping up. It doesn't really mess with my gameplay, I just hate those red brief cases lol.

A mod that generates a ruler without providing a job (or without ensuring that the job it opens will be taken by the ruler it generates afterward) is a wrecked mod. You'd be helpful if you report this bug to its author.

I see what you mean, happen to have same problem

Just to make clear, it starts after you get 103-104 pops - some of new ones after that become the highest strata and you need to wait for demotion

And no - i didn't resettle any of them

There are some conditional jobs in the game (For example for every x amount of pops on a planet you get a additional ruler job of this type).

Sometimes this can behave a tad wonky making you gain and lose the job thus suddenly having unemployed rulers and the like (In general this happens when a pop is resettled, be it automatically or manually, but it can off course also happen if you are purging, selling pops or if the game starts glitching for whatever reason).

Note that if Land Appropriation is allowed some of your pops will auto resettle when you conquer a enemy world.
