i kinda want to know if there's a way/mod to force pop into ruler
In either case, there isn't a planet type/building that adds ruler jobs other than the capitol building I believe, but Organic pops will move down stratum after a few years.
Finishing prosperity, 1 Merchant leader every 50 pops.
Level 2 of the commercial building adds a Merchant job
Science directorate building.
Galactic stockmarkets add a merchant job.
Several civics also add leader jobs.
I think top tier temples add a high priest job as well to the leader section.
Just to make clear, it starts after you get 103-104 pops - some of new ones after that become the highest strata and you need to wait for demotion
And no - i didn't resettle any of them
Sometimes this can behave a tad wonky making you gain and lose the job thus suddenly having unemployed rulers and the like (In general this happens when a pop is resettled, be it automatically or manually, but it can off course also happen if you are purging, selling pops or if the game starts glitching for whatever reason).
Note that if Land Appropriation is allowed some of your pops will auto resettle when you conquer a enemy world.
