You will need the Glandular Acclimation tech to unlock the building
The Chamber of Elevation mainly functions the way it does for both balance and to prevent players from inadvertently 'running out' of any client species too early
how badly you need to screw up, that your planet has less than 0.3 pop growth(for 3 necrophite jobs) while you still don't have Glandular Acclimation?
you only need to research two tier 3 techs(they even have increased weight for necrophage)
just try to ignore other tier 3 society techs, so you won't open way to tier 4, that way soon you'll get option for Gene Tailoring and later for Glandular Acclimation
Usually growth that low is because of migration (which can be toggled off at the species level)
A newly conquered planet with gobs of slaves and stability issues... that would do it
