Play a hivemind or xenophobe with overtuned if you want fast pop growth.
There is a setting you can change before you start a game but I don't recommend messing with it as having too many pops too quickly can overwhelm you easily and will cause tons of extra lag in the late game.
This looks normal to me.
you have a net +20% growth from your modifiers and you need 121 growth (about 121% over the base of 100) due to the total number of pops in your empire, meaning you're roughly evened out and growing at the default pace.
pop growth is supposed to be kinda slow, do not overbuild your buildings because they cost you maintenance and give you nothing if the jobs aren't filled.
if you want more pops you need to stack more sources of pop growth, and/or make use of your pop assembly slot to get a 2nd source of pops, you can do that by building robot assembly plants or taking bio ascension and clone labs.
More planets is also a good way to get more growth because it is more pops growing in parallel.
Some people are suggesting that you turn up logistic pop growth and turn off pop growth required scaling, I don't particularly recommend this as having tons of pops (including in all the AI empires) will cause tons of lag in the late game as the other empires constantly shuffle them around to get rid of unemployment.
