Status Quo on impose ideology?

I just got surprised by Stellaris once again Stellaris'in. I thought that a status quo was supposed to create a new empire with similar ethics to my own when it is declared, right?
I declared an ideology war against an empire that had become a subject of one of the war in heaven factions, thinking i could wrestle some empires to my side while the two awakened empires were fighting each other. So i took ALL the empires territory and planets, invaded everything, but the complete victory would not be above -32. I then tried a status quo agreement, thinking it would give me a new empire to play with, but no. Everything just went back to the way it was, and the awakened empire kept its vassal exactly as it was, I didn't even get a single system.

Have i misunderstood what status quo is supposed to do here, or is it just yet another thing that the Stellaris devs didn't bother to test or fix?

In the case of a status quo, with that wargoal, it should make a new empire with your ethics.
It's strange that it didn't work, it's also even stranger that you couldn't achieve your wargoal:
if you capture all the planets, starbases and systems, the ai will get a massive change in surrender acceptance which usually is enough to make the ai surrender.

Check for allies or guaranteed independence. Guaranteed independence can be a nasty surprice and can be declared over long ranges.
