You need one of the perks from the genetics ascension tradition but nothing should stop OP from adding new traits if they have enough points/picks left.
Also there is a max number of trait picks on top of the point budget, so a species that already reached or exceeds that number can not add more traits.
Positive Trait Modification, Negative Trait Modification, Habitation modification. Adding and removing being separate things. (Don't exactly remember what unlocked what)
And then there are the Special Traits that require you stuff like Synthetics/Bionics Traditions unlocked.

Gene Tailoring (Research) for basic removal of Negatives and Addition of Basic Positives
Grandular Acclimation (Research) For climate preference.
Targeted Gene Expresions (Research) For Vocational Genomics (Adaptive Frame but for flesh)
Genetic Resequencing (Genetics Tradition) Remove Positive or Overtuned Traits, Add Negative or Advanced Traits.
Integrated Anatomy (Cybernetics) Remove or add Cybernetic Traits.
Gene Tailoring (required to mod pops) now gives +2 organic trait points.
The other techs don't give any more points, so if you already used those +2 then you can only get another +1 from the Ruined World digsite. Or go for cyborg or bio ascension.
IIRC some of the psionic covenants also randomly add/remove traits.
If you used the developer console to add or change traits, this brings you permanently under the limit.
Also (IIRC) there was a bug in one of the recent update branches, where species have false trait counts. So the species shows as having like +4 trait points available, but when you add 4 then the species has -3 or so trait points and you can't save the template.
