Hegemony
I just formed a hegemony and a lesser empire asked to leave. I said no, and it told me they had the secession casus belli. Then like a month or two later, it says they were permitted to leave the federation with the empire flag of another member of the federation.

The law is set so only the leader can decide and I'm the leader. Any idea why this happened?

The nation the was permitted to leave is a vassal of the nation that seems to have allowed it? Is that normal?

i think it depends on what their liege sets their diplomacy allowances to in the vassal obligations

Okay, so, it happened again but this time it was one of my vassals and I had the settings so they aren't able to engage in diplomacy with any other nation and some other empire in my federation permitted them to leave. I don't understand?

Edit: They were allowed to leave by a nation I just forced into my hegemony, as well.

There was a similar report to this a few version patches ago. It sounds like maybe they changed something, but it's just such an edge case that it only gets spotted intermittently. It sounds kinda broken to me, but you might want to look at the recent patch notes. I think it was 3.11 that featured a big AI upgrade that changed proclivities to federate, but I could be getting the details wrong.

Fixed AI leaving federations only if the federation has 2 members or the AI empire's type is unplayable.
Fixed AI never asking to leave Hegemony federations.

Gonna go out on a limb and guess they broke something thinking they were fixing it.

Haha. Go figure. I had a feeling it was something buggy. I appreciate doing that footwork for me, Geoff. I'm not great at googling in general but even worse for this game. Appreciate it.
