"Active Modifiers" on the Resolutions tab doesn't tabulate the total effect of modifiers provided by resolutions, so it sort of indicates what's been enacted, though mostly just by helping you assess at a glance what impact the Galactic Community is having on your empire.
Yeah, I usually look there every so often, I was just hoping there was a convenient spot somewhere for the ones that can come with penalties if you "breach galactic law" like the Tiyanki Pest Control or any regulations for pre-FTL interactions.
I don't think there's a handy digest in-game for that. I have found the game is pretty helpful about flagging any action that would put me in breach of Galactic Law, and if you go to the community tab and look at the list of resolutions in the queue, there's a red exclamation mark next to their logo showing if they would be in breach of that law. I think the same logo on the middle tab indicates that there is some existing resolution an empire is in breach of, so you can mouse over the scofflaws and figure out which ones are actively being breached. But yeah, I don't think there's a quick digest of the info you're looking for. Just a lot of little signifiers that sort of add up to it.
