If you are talking about the nanotech ascension path:
Do the synthetic age ascension perk with a machine empire (individual or gestalt). At the end of it you get to choose one of three ascension paths (Nanites, Modular or Virtual). Off course you then also have to unlock everything in the tradition tree.

If you are just referring to the rare resource:
Find a source at random in the universe (from events). Or get some from the ascension path.
