Starting the game at a 7 consumer good deficit?
I don't know if that was on purpose or not. but it is not fun. Please rethink starting resource yields. Early game economic problems happen often enough without just starting at a flat out shortfall

different origins have different starting situations and can have various different factors into their starting stats, such as changing your species rights and selecting utopian abundance can recreate this deficit day 1.

It's not normal to have a negative starting income unless you go out of your way to select an origin or civic that does so in which case it's expected you know how to actually play the game at this point.

There are several Options which could result in Negative Options.
You could for Example use a Civic which converts Mineral Use into Food Production, which by Default brings your Food Production most likely into the Negativ. And so on and on.
The Moment you start to Mess with Ressource gain (either by Civics, Origins, Species Traits and so on) this can happen, easiely.


For the OP: Deficits arnt as problematic as you think. You just need to learn how to handle them. Or Rather learn to Read and asses the Situation your Empire is into at the start correctly, so that you can take the Needed Actions.
For Example for your Situation (assuming you didnt change anything) some of the Worst Things Happening would be a Situation in which you are Low on Mineral Districts and Ressources from Space aswell as not finding any good Planets to get a lot of Industry Districts. So you either can try to maximize everything you got from the Low Ressources anyway. Or you go and Commit fully on other Ressources. For Example Energy or Food, produce an abundance from that and Use the Galactic Market/Start Market to trade and buy/sell the Consumer Goods you need.

Utopian abundance, Shared burden and Collective ownership overcome negatives because of their production bonuses.

Academic standards and Decadence leave you with a deficit.

Also if you start with the trait Inorgranic Breath, you will always start with a deficit. Its just one of the tradeoffs. To counter the deficit, just disable the bureaucrat jobs on your capital until you can produce more or something
