I tried over and over and when forming the vassal as a bulwark -- which is costing a ton -- they asked me when they wanted to leave and I refused.
But now I have repreated this process...colonized a world, made it a vassal and it immediately leaves the federation. This one, however, even when made as a bulwark, doesn't have to ask my permission. It just leaves.
I have played games starting as a hegemony, conquered worlds and made them my vassals. When they wanted to leave the federation they always had to ask.
This is the first time I'm trying to unite vassals made by my own loyal people and they are leaving the federation the first month without my permission.
Why?
Why was the 1st bulwark vassal forced to ask my permission?
Why was the 2nd bulwark vassal not?
Vassals MUST join. You cannot change this rule even if you want.
