Effective ruler skill
What does this mean? I thought it meant I could get a higher level leader, but its not the case.

So what does it MEAN exactly?

Its a skill that only takes effect when that person is the leader of your empire, hence "Ruler" being part of its name sake, which can be confusing but its basically a skill who only takes any effect when that person is leading the empire outright; so for example: Philosopher King only effects the Ruler alone; basically meaning that no one else but the ruler/leader of the empire can actually use its skill

yea I asked on the forums and its the skill they get from the empire type. Its really not as good as I was hoping. Was hoping it was a leader level!

Let's say you have +5 effective Ruler skill from the Philosopher King civic. If your Ruler is level 3, they will have the bonuses of a level 8 Ruler. So more edict fund, faster council agendas, etc.; nothing that amazing.

However, effective skill is not an actual level up. That means you still have to actually level up to get things like traits.
