Cannot launch “flesh is weak” agenda

Hi folks I’m really stuck here I’ve had the agenda ready to launch for ages now but the launch button to the left of the agenda is always greyed out…..there is no agenda to the left of the screen ongoing ….is this a bug or what should I do very grateful for assistance thanks

The launch button to the left is for launching the agenda early at a steep unity cost. When one is properly done you press the big green diamond button in the middle, which should be lit up with a kind of yellow glow.
