Planetary rings
I've encountered a planetary ring once, and I can't find any information on it. Not on the wiki, giga structures doesn't mention adding it. I want to know more about it. For reference, I'm not talking the ring worlds that go around a star or the orbital rings that go around a planet. It was off to the side of a planet, think like the halo from Halo Combat Evolved.

It's a t3 engineering tech that, I think, only requires starhold and galactic admin.

Specifically said not an orbital ring. It was unique, was guarded by a few ships, had some scientist on it that let me borrow his labs.

Not that one either. Looked like a halo ring. Not a ringworld around a star, or an orbital ring around a planet, it was just sat in orbit. The elysium has a lot of extra details

The picture in the mod page says it orbits a planet and the image shows a ring not around a planet, so orbiting but not surrounding. The picture might be outdated since I'm pretty sure that one is many years old.

It must have been a unique encounter because there was a scientist on it, something about them researching time. The fact I can't figure out where it's from, base game or mod, is really bugging me. I desire answers.

It's most likely a mod. But I haven't used gameplay/content mods in a very long time.
Perhaps guilli's, or more events, extra events, etc.
I still think it's an elysium, but I don't remember giga having those sorts of events (but the last time I used it was many years ago)

It can show up if Kaiser doesn't spawn.

this would be less of a headache if mods that added events had a list of those events somewhere
sounds like your looking for the The Tannhäuser Gate....it was a ring next to a ruined/relic world right?

To be fair, I run 100% vanilla and run into things constantly that I can't find information for even on the official PDX wiki pages.

That said, it does sound like a mod thing.
