Best use for a Sky Dome...?
If you get a Sky Dome via reverse-engineering artifacts, where would you use it?

My answer is on Orbital Habitats. If you have a better idea, please suggest away.

I tried building a galactic-scale drug den on a Fallen Empire's gaia world once. Set their whole populace to the Chemical Bliss living standard, then crammed them in all onto one little planet. It accomplished very little, which... I guess was to be expected.

It's a whiff. The only civilisation having use of pop housing in building slots is Rogue Servitor.
If you play Rogue Servitor one sky dome is nice, but you only need cosmogenesis level 1 for empyrean domes. Those things are +50.

You can't build it on habitats though, for obvious reasons.

Really?

I don't have the Machine Age, so no Cosmogenesis. (If it matters, I'm playing a egalitarian / xenophile / spiritualist Aquatic empire going psionic.)

I'm not sure if they changed it after the rework, but it used to be required to take the Voidborne ascension perk to build housing in upgraded habitats.

Well, you're right that I can't build normal housing in a hab-- not without Voidborne.

But Sky Domes can be deployed to habs since ~2020 per reddit:

Ah, cool. Makes sense, I guess, that they'd be in a class unto themselves. So you could build yourself an "Alpha" from Valerian.

Hmm then it is probably from the Zenith of Fallen Empires mod still using old rules.
The mod allows you to become a Fallen Empire, allows to build all their buildings (and more) but the Sky Domes specifically are disallowed on habitats.

When you think about it, the Sky Dome is supposed to be a city floating in the sky. Doesn't make sense on a habitat which is a confined space station.

BTW for other uses: Ring Worlds don't need a housing segment if you have a Sky Dome or two. Depending on how many jobs you have there from buildings.

Though the one you get every 5 games from the reverse engineering doesn't really matter.

I wouldn't

They're usually a waste of a building slot.

Well, they provide the same housing and amenities as ~4 Luxury Residences, so they save about 3 building slots and not needing to take Voidborne.

Or you could compare them to 5 Hab Districts, which gives 30 housing - 10 for the clerks.

PS: I play Ironman, so no mods and no reloading old saves.

The extra housing is overkill except for one or two rare situations, it's mostly just an easy amenities boost, imo. I 'sometimes' build it, but it's mostly just when I'm filling out the extra-extra planets I don't care about and just have a quick list of things to build and then move on. I suppose the main thing is whether or not your pops are so freakin' fat that you sorely need that extra space, but I don't generally decide on that as my crutch for most factions I play. Stacking pops works for DA's, and maybe the passive unemployeed bonus if you have the resources to cover it, but my pops never get that high to justify the house without some serious growth from maybe a hive.
