"Our policies do not allow direct interferance with pre-FTL civilizations"
I've set my policies of enlightenment to allowed, why can I not speak to them even after revealing my presence to them? It's been 7 in-game years since I've switched the policy and revealed myself to the civilizations, how do I communicate with them?
