I personally bought Paragons and hate it so much, I've rolled back to 3.6. So, I'm just relaying my understanding of other folks' opinions. I don't find it worth playing at all and am still chafed I got tricked into buying it, because I don't feel I got what I was paying for from it.
The main thing to hate about this DLC is that this should have been a feature in the base game, and it feels like (and i am betting that is was) the leaders rework was deliberately made just so they could sell you the DLC.
Pro tip: just don't read reviews for Paradox DLC. The fanbase is perpetually pissy, yet still so addicted to whatever Paradox is supplying that they buy at full price every time. Dumbest group of people on the internet; no one should listen to them.
I love it. It's my favorite DLC.
I am playing an empire based around it -- The Jedi Republic. We are a fanatic Spiritual group of authoritarians. My traits are living a long time, and increased leader experience. Of course we are into Psionics.
My leader is now immortal through the Psi stuff and one of my counselors. The wierd cool leaders that pop up are fascinating.
Every chance I get I push their experience gain or age limit and they get more and more powerful. Each add so much now.
They are the stars of the story. Love IT.
It was absolutely made to sell DLC's.
