I don't think Independence wars are working properly. I managed to declare war but after taking every single enemy planet, albeit with some help from other empires, and reducing the enemy fleet to zero, nothing happened. The war weariness never increased and we all just stood looking at each other locked in an endless and unfulfilling stalemate.

Independence war is bit tricky to start.
I did it once. You can not declare war directly on your overlord.
First step is going into diplomacy room with your overlord and negotiate for independence.
After that you have to play a few turns/minutes untill your overlord gives you a response, he will turn down your demand. This is coming in just as a message in your regular turn. Watch the white notes in headbar.
As you receive that message, a new option appears in diplomacy menu, You click on start war, Beyond appears the "type of war", showing the option for an indeoendence war. Keep in mind, that claims will work. So you acquire territory from your overlord too.
The option for declaring war will disappear after a short time again. so be quick declaring it.

Ahhh I didn't try to negotiate for independence as it was a non-starter. I didn't have the Diplomacy tradition so even with 10 favours I couldn't get a positive response so went straight to war. I wonder if that's what went wrong in my case? Next time I will ask to get the negative reply.

you do not need any extra diplomacy skills/ascensions. Also trading in favors will not work, or the required number of favors is so high, that you can't achieve independence just by negotiation.

@ggyemer: you are always talking about just clikcking on "declare war". you sure you did the demand for independence first AND received the negative response?
In addition i said, it is a short timewindow after the negative response for the possibility of an indepndence war.

Multiple people have been reporting that it is broken.

found out that it's not broken. you first have to negotiate for independent diplomacy and THEN request independence and then you can declare ware

oh my god THIS WAS IT, my friend and i spent like an hour and a half trying to figure out how to declare war on our overlord. it just kept saying the vote failed, but like what vote ? its 2 to 1 of us wanting to be free ??? we scrolled through several forums finding no answers but THIS did it. thank you so much !!
We used to have to do the same thing to get the option to vassalize as a war goal. It's weird that Paradox didn't remove the need to ask first for independence too.
