I usually build a pop world (aka ring or cityworld like coruscant) to shift extras to after the building slots fill... orrrrrrrrrrr build a bunch of habs
Move the pops to other planets with jobs. And if you're out of them, build habitats, or better yet, Ecumenopolii or Ring Worlds.
Long answer is - it'd be nice if there were a better way to manage them, but there isn't. If you're bored with the pop shuffle, start a new game where the game settings are such that the game is over before you need to deal with the extra pops.
Can any of those be used to augment a planetary colony's population? Would building, say, a habitat at a colonized planet ease its housing burdens, or help its workforce?
