There are ways to gain permission from the Fallen Empire who guards it to colonize it. There are ways to defeat the Fallen Empire who guards it and take it despite their objections. It's also possible to leave them alone for the entire game.
Edit: When you do eventually settle them, there is a chance of random events happening just like any other time you colonize a planet. But there is no specific event chain waiting to get you. By the time you can do it, you will have a clearer understanding of who guards it and why.
