Azaryn's terraforming

Could you always use her special terraforming on any barren planet? I just noticed i could in my most recent run i had thought it had to be a terraforming candidate but that's really powerful if it can be any barren planet and I realize I've wasted her ability my last few runs

i couldn't tell what size some of them were without the modifier but i did get 2 30 size ones just by eyeballing it

with Clouds Dance anomaly(deceptive giant) and Azaryn's terraforming i have in my current game size 49 ecumenopolis
