Leaders in Multiple Roles

I actually don't understand because I don't pay much attention.

Its like, if I hire a leader into a council position I can then re-assign them to a science ship, fleet, or planet.

But if I hire a leader into a science ship, fleet, or planet it acts like they can't have 2 roles? Or something? What are the rules exactly regarding leader assignments?

Look at council seats like extra job duties and not a different job.

Leaders can be assigned a job like governing a planet, leading a fleet, assigned to a science vessel and can still be on the council. They can't do two jobs at the same time, just 1 job and be on the council.
