These are the tough decisions you have to make as a leader. Personally I'd probably keep them and try to make up the loss elsewhere, but I also tend to run research heavy empires.
Is there a way to remove it, or a chance for it to be removed?
If you have selected the path of maintain the status que you will only receive 1 random luminary negative trait if you have not selected one at leader creation. So might want to pick your poison to work with it along with getting another luminary trait.
If you proclaim imperial rule you will get the Paranoid Tyrant trait through the storyline, you will not receive any other negative trait. You will get a pop up saying you gained one but it will not be applied due to the negative limit amount on the luminary. They are the only leader that can have at max two negative luminary traits.
If you make your leader the chosen one through any of the chosen traits, they will not remove those negatives due to the luminary's special case. They are the best leader in the game if you want an empire built around strong leaders.
