My Minister of State who is also the governor of the world in question is Level 1 and only has the unifier trait. Nothing there about spontanous artisan jobs.

Then my only guess to check capital planet on hidden modifiers. If you are not playing Ironman - use console and type "debugtooltip" to enable hidden info.

I even went as far as combing through the Wiki and I don't think there's any trait that provides an artisan job.
Well that's my current running theory. I remember there was an even that giften some sort of manufactory and there's a archeological dig running at the planet and maybe i received the rewards too soon.
And I am running Ironman.
so this situation looks kinda like that
I haven't played the game for a while now, but the Wiki states it's been verified for 3.10 and even the game files seem to indicate it's still a percantage bonus.
