Infinity Root relic. Only give scientists?

This relic from rift exploration gives you +20% food and active effect is that it give you a free leader, no upkeep/don't count against leader cap. However that "Free" is not completly true. They get "Eagerness" trait so after lvl 4 they seem to count against cap (at least the displayed number) but no upkeep.

Anyway, I have used it 4 times and only got scientists. RNG or is it only scientists?
