I don't know if is it related or not, but may be a clue.
You can't really fix oos's, as far as I know, but you can prevent them.

We are sitting right next to each other in one house, with a fiber connection and < 10 ms in most games. No mods except UI Overhaul in this game. The problems started at around 2400 and make the game impossible. Game speed is Slowest and sometimes Slow.
Hello, I recently had this issue of inevitable desynch during a campaign, no matter what i tried nothing helped, not moving save files between hosts, not loading back, not anything that has been stated on forums with the same issue, but you know what did help. IGNORING IT.
So once we got the desynch, both players just pressed save, saved (optional, you can just press the cross, after pressing save and just not save, and the window will close) so with the window out of the way, we just carried on playing. There were some bugs caused by a desynch, like not being able to merge fleets or cancel building something or upgrade buildings. When that happened, we saved and swapped hosts, it helped with dealing temporarily with those bugs. And eventually, after a few occurances, the desych message stopped popping out and resolved itself, along with the bugs. It just synched itself back. So yeah. Try it out. Saved our campaign we really didn't want to give up on.
