Another general trick for dealing with buggy event chains (there's a lot of them) is to jump out to the galaxy map, highlight different ship types till you get one that raises the orange exclamation point in the system, then right click the system from the galaxy map and choose "research all projects in system". I think with the cultist ship there's some kind of offset that makes hitting it from the in-system view functionally impossible. Wherever your cursor is supposed to be it has no clear relationship to what you see on your screen.
They've done a lot of messing with the army system, but they should be recruitable from either the "armies" tab of your planet screen or I think, in recent patches directly from the starbase in your system. An army flies around in a transport ship so that's the vessel type you require if it's demanding a transport.
It used to require transports but not anymore. The perils of looking anything up for this game is that every single mechanic has gone through dozens of versions by now.
