Report a translation problem
I'll try rolling back the patch. I have no idea why this would (or could) happen.

Same issue.
Astral Rifts broke for me at some point, trapping two of my scientists while they were exploring them for over a century. Game now says I don't have Astral Sphere tech, 15 rifts scattered throughout the map can not be interacted with. Saving, reloading, issue persists.
I thought it was the patch due to timing, but while researching the issue, I found multiple people from 2-4 days ago reporting the same symptoms - rifts suddenly stop working somewhere in the late game, often with scientists mid-rift. Of note, when viewing the rifts through the situation log there's still a green checkmark next to "Requires Astral Rift Technology", so the game still recognizes that the research is there - it's "just" the map where rift tech seems miraculously absent, like a single broken line of code somewhere that's failing to pass the information onward.
One person made note that this might have something to do with rifts that were previously owned by now-terminated factions, so that might be one of the triggers. Perhaps the rift glitches out somewhere between one's save and the next load when the original owners aren't present anymore - like a cache thing, perhaps.
I haven't had a chance to test or start a new game, but it's the only clue I've found. Unfortunately I was playing on Ironman so I couldn't bounce between saves to find a point of emergence.
