So, I took this Civic at start, and for whatever reason it's now saying that I can't use the Edict it's supposed to give me because I don't have the Civic, which I still have... this seems like a bug or an unclearly marked extra requirement

Do you have enough dark matter to activate the edict? It might be a case of the wrong reason being displayed.

Ah, just noticed the reason, and it's I'm an idiot, missed the -number of Tier 5 techs researched- whatname on it
