Thats nothing and more depending on tech level then anything else.
So i dont think its unrealistic if small AI empires field fleets of that size.
The only time i find the AI "spawn" of fleets annoying is with rebellions or newly ascended Pre FTL civs, who just get a big free fleet out of nothing.
Yeah, the enemy empire that fleets you have destroyed suddenly spawns 10,000-strong fleets out of the blue. It is very annoying.
Even 100k isn't notable in defaul late-game.
UPD. Ability to hire mercenaries (that's how normal empires could recieve "instant" fleets) is still in the game.
You can do the exact same thing as a player, it just takes some clicking. The other way is by hiring mercenaries.
The AI can not spawn fleets out of nowhere. Just like you, AI has to spend alloys to build fleets using shipyards.
Fleets may appear to have spawned for no reason but that does not happen. There are three ways to acquire fleets without building them: hire them from Marauders for an amount of Energy, hire them from Mercenary Enclaves for an energy cost (or for free if the Enclave is owned by the player or player-AI who hired them), or receive a small fleet as a gift from Fallen Empires that have positive relations (empires with the Scion origin are more likely to receive a gift).
Another way a fleet may seem to appear for no reason, is after going missing-in-action. A combat rarely finishes with every fleet destroyed. If any ship survives, the defeated fleet will go 'missing-in-action and reappear at a starbase selected by the player or player-AI (iirc the capital is the default retreat location) after some time has passed in-game.
Most empires generated during the game also receive a fleet in order to not be destroyed as soon as they are generated. Notably Machine Rebellions and ascended pre-FTL civilizations.
Can also use the Zarqlan relic or the Prethoryn Queen relic to spawn a fleet, but I don't think the AI uses that. And awakened empires spawn additional fleets upon awakening.
