I don’t understand the “The enemy of my enemy” warning.
I am playing peacefully so far as a Megacorp and into a trade federation.

Suddenly, I got that warning that I was violating the Senate rule, “The enemy of my enemy.”

But it is soooooo uninformative, and I don’t have any idea what I am doing wrong.

Clicking there just takes me to the resolutions, edicts, and policies interface, not telling me if I need to change anything.

I assume I must declare war on someone, but again, no idea against whom? In the contacts interface, there is not a single clue, nor in the Senate interface.

I tend to just ignore the Senate stuff. So what if I'm violating some obscure rule made by the AI? Kill or be killed. :)

Hover over the warning.. it will tell you the law you are breaching.. go to the resolutions tab on the senate screen.. and look at the corresponding law and it will tell you the details of that law.. in detail

You are using under 50% of your Naval Capacity, starting from the Military Readiness act, you must at least use half your Naval Cap or be in Breach of Galactic Law, likely you increased your Naval Capacity and didn't build more ships. (Or you had more than 50% used prior to the Resolution Passing, since each tier gives 10% extra Naval Cap the 10% extra pushed you under the 50% causing you to suddenly be in Breach of the Law)

If you can see the benefits of that resolution-line then it will clearly list the restrictions and law(s) that are in effect as a result of that resolution.

it happened to me once, but i thought it was other different resolution.

"The Enemy of My Enemy" is stage 3 of the Mutual Defense resolution line. It has the following effects:
    +60% Diplomatic weight from fleet power
    +30% Naval Capacity
    +15% Ship Upkeep
    Enabled Counterattack CB
    Banned Using <50% Naval Capacity

Note that stage 2 of the same resolution line (Military Readiness Act) has the same:
    Banned Using <50% Naval Capacity
So it might have said that before. If the line advances further stage 4 and 5 has the same effect with their own name.

Yes, It may be, the fleet, since I had been playing peacefully with not aggressive neighbors I had been holding to expand it more until unlocking battleships.
Besides other point thinking about it, the warning triggered when I just developed a tech to expand my naval cap.

WHAT DESPERATE ME, is what uninformative the system is; the warning doesn’t say much, if it is my fleet, why clicking there take me to the policies interface when it has nothing to do? That ads more confusion instead of helping in anything.

Paradox, same happened to me in some games like CKII with these warnings.
