Not sure why they didn't nerf it yet.
What kind of nerfs would you propose? Choosing only one of the bonuses? Either be a 3 in 1, or a booster?
If it is OP, what to say about most of major relics, like the Cybrex artifact, or the Baol one?
You just build one on every single planet and spend the rest of the game buying every other resource from AI because they overvalue rare resources so much, cannot run out of space to store them and this building grants 4x regular rare per building slot.
Unless its something fixed by very recent patches, ancient refinery is a complete game changer.
One per empire seems excessive, but I would be okay with a minor artifact upkeep cost. It is pretty powerful so that seems reasonable.
While it is true that you do need an ascension perk to get an extra 15% boost, and thus "full use" out of it, it is still amazingly powerful or even arguably OP without that. Before they introduced that building I had to make choices about when and how to use gas/crystals/motes, but now once I research that building I just turn on all the related edicts and leave them on with no shortages (and often sell excess for energy because there's just so much). It turns those formerly precious resources into common resources like energy or minerals.
