Can someone please tell me what this is?

I got a pop up with art I have not seen before, a forest on an alien world. Then some text which says:
"Someone is trying to communicate with us.
We hear the rush of flowing liquid in the distance, and the squawking and wing-flapping of tiny avians taking flight. The transmission seems to be coming from a thriving biome."

Then it gives me the option to say hello, which prompts no response, and the option to end communications, which closes the pop up. I've reloaded the save and it happens at the same time every time I reload it. Just curious if anyone has seen it before and could tell me what is was.

Its the new legendary paragon event chain. Look up on wiki.

Basically couple of communication popups like this then go to situation log to research some stuff and eventually the legendary paragon will appear.
