Can I not fill these spots with leaders?
I'm a Devouring Swarm.

Is there no way to add leaders to these spots because of my government type? If so, how do you do it? I haven't figured it out yet. Thanks.

Thank you. Is the unlocking process a technology I research or some other method? A building or something?

For Hive minds, no. As a hive mind, your nodes do all that for you and you basically don't have to worry about putting peeps on the council for that.

You can't. Gestalts don't have a normal council, they always get those 4 nodes + their hivemind/whatever the machine equivalent is called. Your whole "council" is immortal and can not be replaced. Neither can you unlock more nodes/slots for any civics you have. You get access to an agenda though to remove negative traits from the "council" as compensation for not being able to replace the nodes with something/someone else.

progrnitor hive not laugh about nerf in this patch, so bad they are nefred to the ground :), they can be even lvl 10 and ? thier perks will be garbage comperded to lvl 6 in normal empire

hive mind is joke and garbage now, i can have 3-4 military guys with 15-20% fleet limit in council + 15% from civic, lol, get garbage lvl 10 leaders deal with it xD

Sorry, I can have -50% ship upkeep from my council as a hive far faster than a regular empire, just by picking logistic understanding and a few veteran traits.

Hives do lack the the destiny traits of other empire types, however their council has 2 direct advantages over other empires:

1: their nodes are immortal, meaning they never die and don’t need to be replaced. This means that you never drop to lvl 1 leaders, especially important when regular empires may see a mass death wave at 2230-40, which means good bye to all those high level scientist councilors trained at the start of the game exploring.

2: their nodes are exclusively for the council, meaning that they don’t need to split their priorities between traits for the council and traits for the role. Instead regular leaders can go all in on their role traits and the nodes go all in on council traits, resulting in better specialization.

(Also the node level bonuses are somewhat insane, the growth node offers +3% pop assembly speed per level and the expansion node offers +0.1 influence per level.)

As an added bonus, hives also start the game with 5 councilors, rather than 3, meaning they can get trait bonuses from council members far, far sooner than regular empires.

By the time your regular empire gets the +60% naval capacity from council, a hive will have been enjoying ship upkeep reduction for decades and likely have curbstomped you into the ground with the power of a council that never dies. Especially if it’s a progenitor hive.

Thank you all for your help and thoughts. I'll keep learning as I play. It is nice to see some interesting changes to Stellaris and I look forward to more balance passes in the future.

Funny enough the fallen empire can request to have one of your nodes. Luckily it won't be perma gone, it'll just reset it to lvl 0.
