Can the event for "The Veil" fail or be removed?

I encountered the system for "The Veil" and it simultaneously gave me a research project and a Rank 10 Anomaly. I set my Science Ship to auto and it researched the Anomaly and probably the research project or something. But after a while, I noticed that the planet is still phasing in and out of existence, and there is no projects on anomalies on it anymore.

Is this a bug? Or intended? Is there a way to fix this if this is not a bug?

After finishing the anomaly it should of given you a choice to either leave the planet alone or phase lock it. If you chose to phase lock it it should of appeared in your log as a special project like any other anomaly special project.
The wikia says the option only appears after you research the anomaly and own the system the planet is in.
