Flack is good from the go and like a free tech auto cannon. It is quite nice to have as a starting corvet slot with two lasers or mixed in about 25% with meta laser or missile builds.
Both are much maligned but actually quite decent if coupled with "bruiser" type ship builds running autocannons, plasma and torpedoes. They also need massive amounts of ship speed bonuses to be effective to negate kiting.
- laser guardians against non-evasive, unshielded, armoured objects (I mean missiles)
- kinetic FLAK against shielded, unarmoured, evasive objects (I mean strikecraft).
Exotic objects (spaceborn, leviathans and crisis) may reperesent exceptions to the rule.
- there is tier 4 laser PD. But it cost minor artifacts.
- there is tier 4 kinetic PD. But it require to kill Scavenger Bot.
Due to current balance & PD ability to shot enemy ships - kinetic PD is much better in early corvettes game (flak + 2lasers using flaks as anti-shield weapon).
For end-game PD it's a bit more complex and depend on your main weapon pick (energy or kinetic repeatables? are you mass using strikecraft that will fight with enemy strikecraft but will ignore missiles?) and access to T4 PD techs.
