UPDATE
Apparently 3.8.3 broke something within the merger of rules, multiple users report specialists not working and 0 hab across the board after this update.
Mods I use -

- More Events Mod
- Guili's Planet Modifiers and Features
- Fixed Servile trait showing up incorrectly
I went and checked, and I can now see Servile showing up on the species that was failing to promote up to Specialist and above tiers.
