Since we've also recently transitioned to DX11, you can try updating your drivers.
It fixed the problem for me but I do not understand why it goes wrong for in the first place . It is set to my screen resolution yet it goes blurry and the mouse can't click on the options other when by the side. How come Borderless makes such a huge difference compared to setting it to fullscreen as the native screen resolution?
Windowed mode did fix it for me, but this should not be a problem this late in the development of the game.
