I should have mentioned I do not have all DLCs included, so it may be difficult to make the Eternal Empire, but this seems good to me. What Tutors of the Shroud do, exactly?
Pleasure Seekers requires Utopia if I recall. Swap this one for maybe Slaver Guilds.
Did Zakuul have slavery? I did not know that.
News to me too ;) I wouldn't think of Zakuul as a slaving nation, all in all it seemed pretty damn good to be honest. Authoritarian, sure, that's automatic with an Empire like that, but how it's ruled doesn't have to be how the typical view of an authoritarian state would be. It would be a nation that changed a lot, depending on who is currently ruling, but typically, the Emperor wouldn't really ever be replaced ;)

Getting a proper 'Valkorian' isnt easy, as it requires you to roll the right shroud event to make your character Immortal.
However with that being said, as long as you dont mind a potentially very mortal leader, its definitely doable.
Origin
For Origin, my pick would be Mechanists. The answer why is very simple, Zakuul THRIVED on its droids. As Kaliyo said "Zakuul relies on all their fancy toys to keep everything running smoothly, take that away, and I can instill fear. True fear."
And then there should be a very heavy emphasis on pushing out droids to do most of the menial labor.
Ethics
This is a bit harder. I would personally cut out the spiritual ethic and just go fanatic authoritarian with militarist.
Zakuul was not really that religious. Sure, they had some serious connections to the force, but Valkorian, Arcann, Vaylin and the knights never used the force as anything more than a tool. And the people of Zakuul, aside from a select few cults, were by no means massively religious.
Zakuul ultimately ran off of its vassals and droids. And to achieve that end, they employed a heavy authoritarian regime that was also very militarized.
Civics
This one is very obvious to me. At least one anyways. Pleasure Seekers. When I first saw Pleasure Seekers as a civic, my first thought was Zakuul. And its easy to see why. Zakuul is the perfect representation of that.
For your second civic, there are a few you could do. My first pick would be cutthroat politics. However I think that probably could be better attributed to the Sith Empire than Zakuul, unless maybe your putting Vaylin in charge lolol. Another pick would be Police State. Much of Zakuuls power stemmed through its military. Though theres an argument against that as we dont really see a proper police state in full action. Then theres nationalistic zeal, which I think would fit just fine.
So for simplicity
Pleasure Seekers and Cutthroat Politics/Police State/Nationalistic Zeal. My personal pick would be Police States. The stability buff is nice. Though the -15% claim for Nationalistic Zeal isnt something to scoff at especially early game.
Species Race Traits
For the Species Race, I don't see Zakuulans being unruly. Decadent though yes. I'd go Intelligent and Natural Engineers plus Decadent. Im not sure but that shouldnt leave you with any points. If it does, I'd sink it into Docile.

Playstyle
Zakuul thrived on machines and vassals with a heavy emphasis on technology. I think that should be your focus. Build as many machines as possible for your worker pops while Zakuulans man the specialist jobs. Build lots of research labs, especially on your capitol. Early on, I'd recommend vassalizing roughly 2 neighbors who will act as your Bulwark and Tributaries. For Tributaries, I recommend hive minds or machinist empires. Not only do they seem to produce more basic resources. But you also arent going to be dealing with civil wars due to low stability because your sucking them dry of resources.
Zakuul was not a slaving empire. However, I doubt they had moral qualms about it. I'd keep most species as residents. But if you decide you want too, I wouldnt have an issue with enslaving a species.
I'm pretty sure you mean the Infinite Empire. To my knowledge, the Eternal Empire never used a Star Forge. The Eternal Empire used the technology from Iokath. Infinite Empire built the Star Forge.
Similar names but vastly different empires.
I found some mods that will help me set up Zakuul, like Star Wars collection and more civic/trait points. I just need to wait until the main mod gets updated. Paradox could honestly slow down with expansions and updates.
