What is the AI personality?
It will take some time, but in game you could spy on them to see where the 'maluses' are coming from
yeah, i didnt have borders with them, and i even had cooperative stance... but for some reason UNE wants war so i had to conquer them despite being xenophile =D
This probably has something to do with the new Enmity tradition tree that empires are now more likely to choose rivalry over cooperation. If this is so, then the AI requires adjustments for easy difficulty levels, Xenophiles should not be hostile, that's for sure
How AI's treat you can also depend on what policies you have. UNE is fanatic egalitarian, so they won't like someone with purging or slavery enabled. Also, xenophile does not = friendly relations between governments. If I may draw your attention to honorbound warrior civilizations if you need an example... There is more to xenophiles than just being xenophiles, there's probably other stuff going on which you have so far omitted.
