There is something called flavour and roleplaying.
And the best part about it? You still can steamroll and min-max and win the game.
Isn't it beautiful?
When it comes to RP any input on balance/mechanics being good or not is totally irrelevant because roleplayers can roleplay - regardless if something is good or bad.
So any input akin to "It doesn't matter if it's bad because not everyone wants to be competitive!" is just worthless input honestly. You can roleplay that the game crashing is the sudden end of the universe. You can roleplay anything as anything.
But it's still a fun choice to have for roleplay.
In my experience, the Tiyanki are really popular with young players, and I would imagine that making a playstyle in which they can cooperate with the Tiyanki will prove popular with them, even if it's kind of goofy for competitive adult play. I agree with the general principle that roleplay elements should be well-balanced from a gameplay perspective, though I wish there was more patience at large with purely ornamental features. But a benign origin that allows cooperation with the Tiyanki does sound like something catering to a niche demand.

Turn this argument around:
Any input in regards to being competitive is useless. Why? As there always was and is and will be the meta build that is the strongest. Even on release day of a game.
No need to create a new meta-insta-win faction/combination if already one exists as this would mean that all those who want to follow the new meta (which they often didn't explore for and by themselves but rather read about it in some game forum so that they basically play via guide and via the playstyle of someone else) would do that and nothing would change in any competitive match. They all would choose the same option: To be "pro" and "meta". As they did before and as they will in the future again.
Flavour suddenly makes way more sense in a 4x title.
