Using your example: pops would have -30% upkeep (from food and consumer goods) and -60% amenities usage.
I should also mention job upkeep and housing, which can also be reduced from various modifiers and should be self-explanatory.
Food and CG? Interesting, why specifically these two, hm... Food is not so important in this case, but CG - before that i was stuck at -60% upkeep reduction by the late game (if i was lucky with Galactic Community resolutions, otherwise - just -45%). Now i can achieve cap, at least theoretically and barely, but it is achievable even without cybernetics.

Yes, i know that. In some cases with right planet designation and planetary ascension you can acieve ~-95% (thats with Harmony tradition and Ascentionist civic) metallurgist upkeep, ~-105% with spiritual federation (in reality both cases, of course, capped at -90% (curse you, Montu, if i remember culprit correctly)).
Housing is a bit more problematic, but i vaguely remember that this question is solvable too, i just dont have numbers on hand right now.
