You used to be able to trade for them but because of people doing exploits they stopped it completely rather than try to make a system (for trading systems).
With other players, you can trade them via diplomacy if they are on your borders.
- claim this system higher than the original owner;
- ally with the original owner (not mandatory);
- have a war against your now common enemy;
- retake the system;
- end the war in status quo or by winning.
Yeah, it is rather convoluted. It is even easier against genocidal empires or rebellions, as claims are reset. Just rememeber that this works both ways.
