Resort World on Wenkwort

Hello,

I am working on the Tender of the Garden achievement, which requires you to make a ranger lodge on wenkwort, which has been designated as a resort world and has the OG blockers.

I am in a single player game with no other empires besides marauders, I got the tech for resorts and the civic for ranger lodges. I do all those things and not clear any blockers but no achievement. I leave it alone for a bit and fill it up with temples bc spiritualist, whatever, and still nothing. No districts have been constructed, no blockers cleared. Bug or am I missing smth?
