Prosperity for sure.
Diplomacy is also good. Even if you don't want a federation, the +5 diplomatic acceptance counts towards your war score.
Prosperity increase resource starbase output and is generally great too.
Statecraft is pretty nice too, 10% increase agenda speed, +1 effective skill for each council member, 2 years more bonus for each agenda, increase leader pool and more exp when you launching each agenda<- this one is great for leader trait fishing. Right before you launch you hire a bunch of leaders with 1 good trait and see if the level up roll the traits combo you want.
Before I like to take domination for that early 0.5 extra influence but nowadays governor leader down the empire boost path can get you influence much more easily so that's out of the window completely.
Any thoughts on doing genetics/psionics as a Void Dweller?
Void Dwellers got a lot of rafts in one sector, they need less leaders than other empires.
I had a look at Heroic Past and it looks underwhelming. I'd pick Functional Architecture for opener any time.
The first point into Expansion, so you can do Map the Stars is really nice on Void Dwellers. It provides extra resources beyond the few dwellings you start with.
