Against cruisers yeah they aren't great, swarmer corvettes and destroys can definitely do a better job there IMO. And as far as PD goes my favorite loadout is the torpedo cruiser with 3 torp 6 ancient nano-missile cloud 3 afterburner. there's no PD that's stopping that. even though as all modules become unlocked I think brawler cruiser is just the most effecient ship type overall.
for the rest of the fleet (since its not all torp cruiser) I'd probably go with full picket destroyers, disruptor corvettes, and a few anti small anti medium cruiser brawlers. The main idea is that disruptors shred anything small but then for meatier targets, the torp cruisers follow up on anything larger. disruptors suck against starbases for example but then the torp ships I have mixed in come and nuke them so my little corvette destroyer fleet now doesn't get stuck on starbases anymore so can do its job better in general.
very good addition to small ship fleets just (again) they aren't really meant to be spammed IMO. unless its later in the game and you think you can get big ships to jump to systems where you have torp fleets sitting and waiting to receive them.
late late game titans with the new ancient perdition beam alternative are definitely better, yet are still somewhat countered by small ship spam. and thats where bruiser cruisers with more normal weapons loadouts actually start to shine again (as escorts). those can have a torpedo module on them and still do really well, while not being 100% torpedo ships.
I like the weapon type overall. to me, it seems they are quite good as long as they are in support and not the primary ship type in a given fleet.
I fly with a combination of torpedoes and stormfire cannons. Nanite stormfire on battleships when possible.
Just make sure they have a cloak to get close before they start their attack, or sit them directly on the other side of the jump point.
The only flaw of explosive torpedoes is the time it takes for them to close the gap, just you just need to ensure there isn't a gap when the fight starts.
